Bed rail guards or bed cover first for a 2019 Ram 1500

I've got a 2019 Ram 1500 short bed Lone Star. The bed rail guards that came with it are already scratched up. I'm thinking of getting a bed cover, either a tri-fold soft or hard one, but I'm not sure what's best. My question is, do I need to replace the scratched-up rail guards before getting a cover, or will the cover come with its own hardware to secure it to the bed?
